  3. Determining Consumer Preferences for a Cash Option: Arkansas Survey Results

     The Cash & Counseling Demonstration and Evaluation (CCDE) aimed to increase consumer direction and control costs by offering a cash allowance and information services to persons with disabilities, enabling them to purchase needed assistance. This article presents results from a telephone survey conducted in Arkansas and describes how findings from the four state CCDE can inform consumer information efforts and policymakers.

  6. The Effect of Consumer Direction on Personal Assistance Received in Arkansas

     This study examines how this model of consumer-direction changes the way consumers meet their personal assistance needs. Consumers reported the type, timing, and amount of personal assistance they received, as well as any home or vehicle modifications and equipment purchases made, to meet their personal assistance needs. This report discusses consumer-satisfaction, unmet needs, and additional Medicaid costs.

  7. Determining Personal Care Consumers' Preferences for a Consumer-Directed Cash & Counseling Option: Survey Results from Arkansas, Florida, New Jersey, and New York Elders and Adults with Disabilities

     The purpose of this study was to determine consumers’ interest in a cash option for personal assistance services, in comparison to traditional agency-delivered services. Telephone surveys and focus groups produced information on four states, including demographics, and preference toward a cash option. The results are discussed and policy issues are examined.

  9. An Exploratory Study of Personal Assistance Service Choice and Decision-Making Among Persons with Disabilities and Surrogate Representatives

     This report’s results suggest that surrogates can adequately represent consumer's views about satisfaction with personal assistance, and therefore provide encouragement to continue investigation of the utility of surrogate representatives. The study results also replicate previous findings that persons with cognitive impairments and persons with severe disabilities are able to express their preferences for everyday matters.
